The blockquote specifies a section quoted from another source:

Tim Berners-Lee is a British computer scientist, best known as the inventor of the World Wide Web.

Browsers usually indent blockquotes

 

This is short quote example: The World Wide Web is a system of interlinked hypertext documents accessed via the Internet. Browsers normally insert quotation marks around the quotation.
